While it's entirely possible Hogwarts Legacy happens prior to the Ministry returning control of Gringotts back to the goblins, it's more likely that Ropp's statement is referring to an event that happened in the 1870s. Because he specifics " this lot, " he could be talking about the Goblin Liberation Front — a group of radicals that advocated for goblin rights during this time. This wouldn't necessarily mean goblins weren't at Gringotts. Rather, only the ones the player encounters may be from this extremist group. When footage of Hogwarts Legacy was leaked in 2018, it showed the player attacking what looked like a goblin hoard, though this wasn't shown in the official trailer. If this is indeed the " lot " Ropp is referencing, it may mean players won't see the goblins inside of Gringo
